PROCUREMENT AUSTRALASIA RECOGNISES PROCUREMENT EXCELLENCE
ANNOUNCES 2019 AWARD WINNERS
Procurement Australasia’s, the nation’s premier procurement organisation, recognised excellence in procurement today when it announced the winners of its 2019 excellence Awards at its 14th Annual Procurement Australasia Conference in Melbourne.
Each year, the successful recipients of its highly regarded peer and membership-adjudicated awards are selected. Today, Procurement Australasia’s Chair, Mr Ken McNamara announced the winners, saying: “Procurement Australasia likes to celebrate success by acknowledging superior performance by procurement industry practitioners and suppliers. These awards help us to do that for the benefit of the industry and its people. ”

The 2019 Procurement Australasia Award winners are:
- Madeleine Taylor, Strategic Procurement Manager, YMCA, Canberra who won the Jacinta Bartlett Award for Individual Excellence in Procurement
Open to all senior individuals across Australia, the award is inspired by Jacinta Bartlett, a highly respected Victorian local government procurement professional who tragically lost her life in the Black Saturday bushfires and is given to acknowledge her professionalism and commitment. In giving the award, judges seek an individual who has consistently enhanced the way in which their organisation has procured goods and services, delivered beyond expectation and ensured the demands of current legislation are satisfied.
Initially without budget or a team, Madeleine completely changed the way YMCA Canberra procures goods and services. In the role of inaugural Strategic Procurement Manager, Madeleine formed a Procurement Working Group comprised of passionate staff from all departments to establish the procurement function.
Together, the team implemented governance improvements to ensure current legislation is satisfied and went to market for various categories, re-negotiating better rates for electricity and other services. As a result, savings of around $214,000 were generated and are now available for YMCA’s community programs.
Madeleine’s work and the team’s result were beyond expectation and underline her professionalism and commitment. Now, with the prize of a four-day CIPS open training program valued at $5000, YMCA Canberra can be assured of Madeleine and her team achieving even better results.
* Sydney Water Corporation was awarded the Collaboration and Innovation in Procurement Award sponsored by Bunnings.
Recognising a procurement project, action or initiative developed by different departments or organisations to deliver a successful outcome, the Collaboration and Innovation Award is given to entries that demonstrate a fresh approach to a challenging issue.
Sydney Water Corporation won this award for the collaborative approach taken with the Lower South Creek Treatment Program which, because of its success, has encouraged Sydney Water to begin transitioning to P4S (Partnering-For-Success) as the model for future procurement/delivery.
A $500-million wastewater program (2015-2020), the Lower-South-Creek-Treatment comprises three staggered plant-renewal projects to support an extra 0.5 million people in the North-West by 2040. The program pilots a market-leading collaborative procurement model, Delivery Partner, with all partners collaboratively managing risk, eliminating ‘us-versus-them’ by transparent data-driven reporting and shared risk-reward.
The commissioned Riverstone project (2015-2018) realised Sydney Water’s sought advantages over traditional design-and-construct models including increased control, $8-million savings, integrated teams, and a 20% reduction in procurement FTE informing the forecast 14% ($53-million) program cost savings. As a result, Sydney Water Corporation is now moving to P4S (Partnering-For-Success) for future procurement and delivery.
* Wodonga Institute of TAFE who was awarded the Sustainability Procurement Award sponsored by Procurement Australia for its Solar PV and Micro Grid Project.
The Sustainability Procurement Award recognises organisations that have developed and implemented sustainable procurement policies and processes that address any or all of the following:
• reduced overall carbon footprint/emissions
• conserved energy and/or protect the environment
• conserved water
• enhanced biodiversity
• reduced waste.
Wodonga Institute of TAFE went to tender for the purchase and installation of 600kw of solar power across multiple campuses and buildings. The end solution is technologically innovative as it incorporates Mondo’s Ubi technologies which allows for load, power sharing behind the meter with the installation of solar voltaic panels. The project will contribute to reduced costs, reduced carbon emissions and renewables, and education initiatives for staff and students.
The tender process was run with the support of Procurement Australia and utilised the outcomes of a previously completed solar installation and services tender, allowing Wodonga to fast track the tender process. This new installation sees Wodonga TAFE partnering with Mondo and Cherry Energy Solutions who will provide technological expertise and install the new solar energy system.
The end result will be a renewable energy system comprising 1,584 solar panels across 11 buildings and capable of supplying up to 30% of daily power demand across the three campuses. In terms of environmental benefits, the system will reduce the TAFE’s CO2 greenhouse gas emissions by close to 1m kg/annum, equal to the emissions produced by 212 passenger vehicles over a year.
* Regional Collaboration Security Project Group who received the Social Procurement Award sponsored by Church Resources.
This very special award was created to acknowledge the importance of the role of social procurement and recognises member organisations that have developed social procurement policies, guidelines and who significantly support their local community.
A partnership of five northern councils – Banyule City Council, Whittlesea City Council, Darebin City Council, Moreland City Council and Mitchell Shire Council – this project brings an innovative solution in the delivery of security services across more than 235 sites in the region. The partnership has delivered excellent outcomes including:
- significant financial benefits;
- establishment of a BAFO tendering methodology to improve future tender outcomes;
- improved level of service across the region;
- social procurement outcomes with a firm commitment to employ persons from disadvantaged backgrounds across the regional contract;
- a best practice regional standard specification.
A total of 13.5 FTEs from disadvantaged backgrounds across the region were negotiated for employment by the group to be directly employed in the contract servicing the Northern Region. Lead by Banyule City Council, the partnership has achieved several collaborative procurement projects in the Northern Region Network since working together.
