The newest addition to the system, the purple lid glass recycling bin, has been brought in to improve recycling outcomes for paper, cardboard metals and plastic without needing to remove glass shards during the process, as well as streamline the glass recycling process. When used correctly, the purple glass recycling bin, green FOGO bin, and yellow mixed recyclables bin will drastically reduce the amount of waste heading to landfill each year.

The Victorian Government aims to provide all households access to the new glass recycling bins by 2027 and to the new FOGO bins by 2030, with councils in all LGAs across the state set to adopt the new standardised system.

In addition to its significant role in reducing the amount of waste in Victorian landfills by 80% over the next decade and creating over 3,900 jobs, the new 4-bin system demonstrates the growing commitment to the expansion of the state’s circular economy.

Procurement Australia is helping councils across Victoria make this solution as seamless and sustainable as possible. Our Mobile Bins contract has been negotiated with industry leading plastics suppliers to help all councils to close the waste loop, meet the Victorian standard for waste and recycling, and co-create a truly circular economy.

Commitment to a circular economy

By opting into a circular economy, businesses help to reduce the environmental impacts of production and consumption, and enable economic growth through more productive use of natural resources.

The linear economy mindset – take, use and throw away – drains the planet of resources and creates enormous burdens on landfill. In order to reduce these burdens, it was time for businesses to look towards the future and create a model that not only ensured jobs and growth, but gave us the tools to tackle climate change and biodiversity loss, address important social needs, and cut greenhouse gas emissions, waste, and pollution.

At Procurement Australia, we’re committed to sustainability, eco-conscious practices and closing the loop on waste, and we hold true to this ideology in everything we do. We’re also eager to assist all Victorian councils to increase their capacity to manage their waste and recycling programs, while also reducing increasing pressure on existing staff and resources.

This is why we’ve tendered this solution with plastics providers who share the same dedication to the future of our planet by reducing their impact on the environment, upholding Australian standards, and using state-of-the-art manufacturing processes to recycle used goods.

Collaborative procurement: better outcomes for everyone

We’re eager to assist all Victorian councils to increase their capacity to manage their waste and recycling programs, while also reducing increasing pressure on existing staff and resources. As all councils move towards stronger alignment with the Local Government Act 2020, there is a pressing need for increased understanding and collaboration between different councils, procurement experts and suppliers.

The 4-bins waste disposal system is the ideal project for like-minded councils to collectively pursue, especially in light of the state government’s push for more collaborative procurement. By working together, we can increase cross-council arrangements, improve internal procurement policy practices, and better serve Victorian households and businesses.

Our team is here to support every Victorian council to work together to achieve impactful outcomes.

Procurement Australia’s Mobile Bins Contract

We’ve been working hard to secure relationships with waste management providers to manage production and supply of the new 4-bin system for the Victorian community.

With sustainability at the forefront of our mind, we’re pleased to announce that we have secured competitive contracts with four plastics providers that can support councils to meet the demands of the incoming Victorian 4-bin waste and recycling system.

Mobile Bins Contract

MASTEC Australia

MASTEC, Australasia's largest manufacturer of wheelie bins, is a market leader in practicing a circular economy and eco-conscious manufacturing techniques. Their two and four-wheeled mobile garbage bins are made from a high-density polyethylene raw material that can be fully recycled into new bins, even after decades of residential and commercial use.

MASTEC has begun rolling out new purple lid bins in the Hobsons Bay area following Hobsons Bay City Council accelerating the plans in their Waste and Litter Strategy 2025 to reduce waste and improve recycling in the region. The roll-out saw over 38,000 households provided with the new glass recycling bin as well as a compact kitchen caddy to assist with collection of food waste and kitchen scraps to help with the new green bin service.

The company also streamlines the roll out process of new bins and is an industry leader in the field of bin Assembly & Distribution services. The MASTEC MAStrac bin delivery system utilises hand-held scanners and speciality software to provide an accurate and easy-to-use registration and tracking method to provide real-time information during the rollout process.

Trident Plastics

Trident believes in sustainability, demonstrated in their endeavour to ensure all practices undertaken do not have a negative effect on the environment. They proudly boast their own in-house recycling facility where all used bins are collected, shredded, cleaned and reused in the manufacturing of new bins. This means they can provide new bins with up to 100% recycled materials, can keep manufacturing within Australia, and can provide a closed-loop manufacturing system.

As all mobile garbage bins are made of HDPE material, regardless of size and use, Trident can also arrange collection of any old bins at the same time they deliver new bins.

Trident have taken the extra steps to ensure the manufacture of their recycled bins meets the same standards as bins made from new materials by having them certified to AS4123 – the Australian Standard for mobile garbage bins – and continually assuring this certification thanks to their certified onsite testing facility.

SULO MGB Australia

SULO is one of a small number of companies in Australia that utilise polymer processing – taking raw materials and converting them into finished products. While the industry is small by international standards, it’s an important part of manufacturing, and SULO has the ability to process both raw and recycled material into a range of waste and recycling containers.

The company is committed to leading the way towards a circular economy and has closed the loop by developing a buyback service for used mobile garbage bins so that they can be recycled and reused in the manufacture of new bins. Even the tyres on their bins are recycled – made from 100% recycled car tyres, reducing the number of tyres going to landfill.
